- Cornell's part: to build a Reference Linking API that can be used to
develop further reference linking tools and applications.
- A cornerstone of the API's implementation is Dr. Les Carr's "deciter"
software.
- Timeline: design done, end of 1999. Coding mostly done, end of 2000.

Implementability
